About Creating a new Facebook BM account

I think you've been blacklisted by Fb. That means your login device, Wi-Fi and ip address are on Meta's blacklist. Even if you change accounts countless times while still using that same IP address, you'll definitely get a checkpoint. Meta is increasingly cracking down on clones.
 
I've seen this happen quite often lately. Facebook seems to be applying stricter automated checks on newly created Business Managers. If everything is legitimate, try completing any requested verification and avoid creating multiple BMs in a short period of time.
 
Your newly created Business Manager (BM) account was likely locked due to IP address or proxy issues; you should change your IP address before creating a BM, but do not create an ad account immediately—let the BM "rest" for about 1–2 days first.
 
Your IP address is flagged, so creating accounts and Business Managers will not work. You need to switch to a new device and a new IP address.
 
If you are creating a new Facebook Business Manager, use a real Facebook account that's been active for a while if possible. Fill in your business details correctly and don't rush into adding lots of ad accounts or making big changes on day one.
