New Google Ads accounts require €250–700 payment after only €1 spend. Anyone else?

Hi everyone,
Has anyone started seeing this recently?
Every new Google Ads account we create behaves the same way.

- Advertiser verification completed.
- Spend is only €0.50–€1.
- Billing is still Automatic Payments.
- Payment threshold is €10.
- Outstanding balance is less than €1.

Then Google pauses the account and asks to make a payment of €250–700 (different amount for every account) to continue showing ads.
This is happening across different countries and payment profiles.
Does anyone know why this happens? Is this a new Google Ads verification or risk system?
Any information would be appreciated.

If these are legitimate business accounts,

you should:

Contact Google Ads Support and ask whether the requested amount is a security deposit or a billing verification requirement.
Avoid creating additional new accounts while the issue is unresolved.
Ensure each account complies with Google's policy of one account per advertiser unless multiple accounts are justified.
Check whether the accounts share common signals (same device, IP, domain, business details, payment instrument, or manager account).

The only common factor is that all of them are new Google Ads accounts. That's why I'm trying to understand whether Google has introduced a new risk verification system.

That's possible, but I'm trying to determine whether this is an account-specific risk signal or a broader change. The reason I'm asking is that the same behavior appeared across multiple new accounts with different countries, payment profiles, devices, and business details at roughly the same time. I'm looking for people with first-hand experience rather than assumptions.
 
Google now mandates upfront payments for every new account, and these requirements scale up—$20, $40, $80, or even much higher initial amounts; I’ve seen cases requiring $2 million or $7,600—it’s truly absurd.
 
I’m not sure if this is a temporary risk control measure or a long-term policy; without exception, every new account I’ve created requires a $300 payment after spending just a small amount.
 
New accounts seem to get more restrictions these days. Building some trust slowly and keeping everything consistent usually helps avoid these issues.
