New Google Ads accounts require €250–700 payment after only €1 spend. Anyone else?

Has anyone started seeing this recently?
Every new Google Ads account we create behaves the same way.

- Advertiser verification completed.
- Spend is only €0.50–€1.
- Billing is still Automatic Payments.
- Payment threshold is €10.
- Outstanding balance is less than €1.

Then Google pauses the account and asks to make a payment of €250–700 (different amount for every account) to continue showing ads.
This is happening across different countries and payment profiles.
Does anyone know why this happens? Is this a new Google Ads verification or risk system?

The reason I'm asking is that the same behavior appeared across multiple new accounts with different countries, payment profiles, devices, and business details at roughly the same time. I'm looking for people with first-hand experience rather than assumptions.

Google now mandates upfront payments for every new account, and these requirements scale up—$20, $40, $80, or even much higher initial amounts; I’ve seen cases requiring $2 million or $7,600—it’s truly absurd.

I’m not sure if this is a temporary risk control measure or a long-term policy; without exception, every new account I’ve created requires a $300 payment after spending just a small amount.
