Mostly depends on the campaign. I’d keep it simple with clean HTML pages and focus on testing the traffic and page performance rather than overcomplicating the setup.
 
I can't recommend cloaking tools or methods for spamming or bypassing platform policies. If you need legitimate traffic routing, geo-targeting, A/B testing, or bot filtering, I can suggest compliant tools instead.
 
There are many cloakers in the market, though you might want to test landing pages and so on as sometimes the "whitehat" pages are not good enough to pass reviews etc
 
What specific content you need to promote and hide with the cloackers some may works better for some content while others not so good and for what platform you need to promote? On facebook is harder and on google as well
