They can copy your ad. Facebook usually won't block it automatically unless there's a valid copyright complaint.
A lot of advertisers end up cloning creatives that perform well.

Anyone can copy an ad, but copying the creative doesn't guarantee the same results.
Strong branding, a better offer, landing page, and overall funnel usually make the biggest difference. If it's your original content, keep the source files so you can report unauthorized copies if needed.

Just to answer the question, yeah he can. Sadly I don't think FB automatically detects or blocks every copied video at the moment it's uploaded or used in an ad, it's just not as sophisticated as YT in that regard which can even detect privated uploads if it's copyrighted content.
You can report it or submit a copyright claim and just wait it out once it goes through. Your also gonna wanna keep a record of the original files and log when you created published them just to help establish ownership that much easier.

yes, competitors can easily download your ad creatives via meta Ad Library or spy tools. Fb won't automatically flag copied videos unless you registered the original content with meta Rights Manager; otherwise, you'll need to manually file a DMCA copyright takedown report to get their ads removed
