Based on what's actually moving rankings this year, start with crawlability and indexing, since nothing else matters if Google can't crawl or index your pages. Then focus on Core Web Vitals (mainly LCP and INP) and mobile experience, since Google ranks based on your mobile site and any gap there hurts you directly.
After that, prioritize internal linking and site structure over sitemaps, and add schema markup since it now helps AI tools understand and cite your content too. If you can only do a few things: crawl/index first, then Core Web Vitals, then mobile, then internal linking, then schema.
