I'm looking for recommendations on WhatsApp cold outreach that are efficient and actually work without using the WhatsApp Business API.

I'm curious about your experience with:

  • Account warm-up strategies
  • Sending limits per account/day
  • Rotation methods (numbers, devices, proxies, etc.)
  • Tools or workflows you've found reliable
  • Best practices to minimize bans while maintaining good deliverability
I'm not looking to spam people—I'm trying to build a workflow that is as safe, stable, and compliant as possible for outreach at scale.

Honest take, WhatsApp is a lot harsher on cold than Telegram or email, and most bans aren't about your rotation setup, they come from recipient signals. If people don't have you saved and they block or report you, you're done fast, so targeting and copy matter way more than volume. One number on a clean list beats ten on a bad one.

For the mechanics: give each number a week or two of real human use first (chats, a couple of groups, some incoming messages) before any outreach, then start tiny, like 20 to 30 a day, ramped slowly and spread out, not in bursts. One number per device on its own consistent residential or mobile IP, don't share proxies across numbers, and personalize so you're not sending identical copy. Give an easy opt-out and try to get a first reply, since two-way contact calms the ban risk a lot.

One straight point though, truly safe, stable and compliant at scale doesn't really exist off the Business API. Non-API cold is against ToS, so it's always cat and mouse with bans. If stability is the priority, the API or a warm opt-in list is the only path that actually holds. Otherwise treat numbers as burnable and size your volume to how many you're willing to lose.
