Meta ads active but not spending? What I check before touching the targeting

This checklist is for campaigns that were spending normally, then suddenly slowed down or stopped while still showing as Active.
When this happens, I first check whether the issue affects one ad set or the whole account.


If only one ad set is affected, I review its audience, budget, exclusions, delivery status, and recent edits.

If everything drops at the same time, I start with Account Quality, billing, and connected assets. I check the ad account, BM, Page, and payment method for restrictions, failed payments, spending limits, or other warnings.

I also check the Delivery column at the campaign, ad set, and ad levels. A campaign can show as Active while individual ads are still limited or under review.

After that, I check the campaign history for major edits that may have affected delivery.

Finally, I make sure the landing page loads correctly, the domain works, and there are no broken redirects. Tracking is not usually my first suspect for zero spend, but I still check the Pixel and optimization event if the website setup was recently changed.


The most common mistake I see is changing the targeting or creative too early.
What do you usually check first when a campaign suddenly stops spending?
 
I usually check audience saturation as well, especially if it's a smaller audience. I've also seen campaigns stall because the bid strategy became too restrictive after an edit.

If everything else looks normal, I leave it alone for a bit before making changes since Meta can take time to stabilize.
 
I typically review the budget, schedule, and target audience factors and need time to monitor the progress before deciding whether to make any changes to the campaign.
 
Those numbers show strong organic traction getting attention from established brands usually means the community has real influence now.

Yeah, audience saturation is a good shout, especially with a smaller audience. The timing after an edit can tell you a lot too.

And I agree about leaving it alone for a while. Sometimes making another “fix” too quickly just makes it harder to see what actually caused the problem. Have you noticed the bid issue mostly with cost caps?
 
That makes sense. The schedule is easy to overlook, especially when spend only drops during certain hours. I agree on watching it for a while before editing again. How long do you usually monitor it before making a change?
 
Same here. Recent changes are often the quickest clue. Billing is easy to overlook when Ads Manager still says Active.
 
Agreed. For me, the real test is whether that attention leads to better discussions and useful insights, not just bigger numbers.

Yeah, that’s a good example of why it’s sometimes better to wait. Five or six hours feels long, but it may just be a delivery delay. Was it a new ad account as well?

Page restrictions and payment issues are definitely worth checking. I’d be careful about moving straight to another account though—I’d first confirm whether the problem is really account-level.
 
Is your account a newly created account with no spending yet? Switch to accounts with high spending and pre configured setting. This way, once the campaign is active, it will automatically spend and reach the target audience you specified
