What's better to avoid youtube circumvention: 1. get completely new device with mobile data OR 2. use same device and just get antidetect with proxies?

if 2 what proxies would you recommend?
 
The proxy is only one part of the setup. If you're troubleshooting account issues, I'd test changes one at a time so you can identify what's actually causing the problem, rather than changing everything at once.

In my opinion continually altering ur setup could result in more issues than anything else. I would try stickking to the formation of a regular usage routine rather than finding some tricks that will help u bypass You Tube restrictiions.
 
In my experience, the best way to reduce the risk of YouTube linking your accounts is to manage them in separate environments. I usually use a VPS and keep the information for each account completely different.
 
I think changing your device or internet connection will not fix this issue if account has policy problem. first try to uinderstand the reason and check if you can apeal.
 
Neither option is guaranteed to avoid YouTube detection. YouTube looks at more than just your device or IP, including account activity and other signals. A new device with mobile data may look more separate, but it’s not foolproof. Using antidetect tools and proxies can still leave patterns that trigger detection. Changing device or using proxies may not fix the main problem. If YouTube already found some policy issue, better to understand the reason first and solve that.
