Honestly the order matters less than people make it sound. Keyword research and on-page are kinda the same loop anyway... you research, you write, you check what stuck, you adjust.
The point @PPCPirate made about indexing is the one I'd actually highlight for a beginner. People obsess over on-page and backlinks and then wonder why nothing happens, when half their pages aren't even in the index. Check coverage in search console early so you're not optimizing pages google never crawled.
One thing nobody mentioned, don't spread yourself thin across 50 topics on day one. Pick a tight cluster around one theme and build it out properly. Easier to rank and you learn way faster watching one topic move than 50 random ones doing nothing.
