I got a chance to test a 500MB mobile proxy; the speed is average, it auto-rotates IP globally, and all IPs are residential mobile carriers.

Even though some of them show broadcast IPs and are marked as proxies on IP2location. But one thing is for sure: the IPs I got on rotation are from mobile carriers.
