Is Internal Traffic Flow More Important Than Backlinks?

I’ve seen new sites get a nice bump just by tightening their internal links, almost like giving Google a clear map instead of a treasure hunt. But once that low-hanging fruit is picked, progress slows without some kind of outside boost. I usually focus on linking my pages in a way that keeps people clicking around, then later sprinkle in a few easy backlinks from places I already hang out online.
