Yes, but after the Google update back in 2023 (I believe) you will have a hard time to get a stable boost from this in the Android store.

You could purchase downloads and ratings before, being able to boost your APP store visibility.

Afterwards it's only like 1 / 10 or 2 / 10 of the downloads and ratings that you purchase stays live.

Apple should still work.
