Where should I primarily focus my funds and effort for an e-commerce website?

- Should I focus mainly on backlinks and internal linking?
- Or should I allocate resources across all three areas: backlinks, internal links, and content (articles)?

P.S.
Due to Google’s Spam algorithm update last August, my website lost its rankings and traffic for the vast majority of its keywords; it’s still being indexed normally, but has lost all of its rankings. It has been 8 months, and in the last few days, rankings and traffic for many keywords have started to recover. While they haven't quite returned to last year's peak levels, they are close; many keywords are now appearing on the second page of Google or at the bottom of the first page.

I need to go all-out on SEO for this site now. Given my limited budget, which of the aforementioned areas should I prioritize?

If you’re already seeing recovery and keywords creeping back to page 1–2, I’d avoid putting all your budget into just one area. The safer move is to balance things, but with a slight lean toward content + on-page structure first, since that gives Google more reason to trust and rank the pages that are already “close.” Then support that with internal linking to push authority around your site more efficiently.

It should never be carried out evenly becuz it may end up de motivating you. In e commerce it is crucial that you consider bringing back the page or those pages that rank at page number two. Once the target page have been identified you should try improving them through backlinks and internal link.

if the site is already recovering I'd put most of the budget into improving category product content and internal linking first Backlinks still matter but I'd focus on quality over volume and avoid aggressive link building

and internal linking?
internal linking doesn't need money, you just manually create them where you feel are needed (unless you have 1000s of pages, in that case you might need a software or plugin :p )

hard to say... I'd say check what the top 3-5 ranked sites (and the ranked pages of these sites) are doing that you're not, and try to replicate them while also improving where possible.

With ecom sites the trick is probably authority and trust more than churning out content, so I'd work on backlinks probably. But again, analyze your competition first so that you don't waste your money on backlinks...

If your website is in recovery, increase your budget significantly and improve your content.

Firstly, internal linking doesn't cost money. You can use a good plugin there are always GPL version available.

Secondly, If you have to decide between content and backlinks. Work on content first then only its best to go after fishing backlinks or may be with great content the backlinks will themselves come your way.

Also if website is ranking then probably the new content should perform better, rather than the old one was technically penalised once the website was penalised.

Try focus on improving the contentt first, then internal linking.

If the rankings are already coming back, I'd avoid rushing into buying a lot of backlinks.

The first step is to write something like 3–4 pillar articles for category or product pages, right?

The first thing to do is write blog posts for this Ecommerce site, right?Build internal links concurrently?
And then build backlinks last?

You can further optimize the website content to improve the ranking.
Does this refer to optimizing category pages or product descriptions?
Or expanding and writing more blog posts?

It looks like your site was hit by algorithms update and not a Penalty. I would fix internal links first, refresh the best content by adding more value, and invest some bucks in a few quality backlinks.

Does that mean writing more article content?

if rankings are already coming back, i'd avoid making massive changes right now. with a tight budget, focus on internal linking and improving pages that are already close to page 1. that's often where the quickest gains come from. then add a few quality backlinks, not a large volume.
my opinion, when a site is recovering, it's usually smarter to strengthen what's already working rather than start from scratch.

Focus on links and create content that adds useful information to restore the website.
