Rankings stuck but impressions are rising

hiii,
my site is getting impressions in google search console but rankings are not stable and keep moving up and down.
i have done basic seo like on page and internal linking but not seeing consistent improvment.
what should i focus on next to improve stability like content, backlinks or something else?
any suggestions are welcome.

Good points and i have noticed that rankings can be pretty volatile in the beginning especially on newer pages. Focusing on content that actually satisfies user intent seems to make the biggest difference over time. Once engagement improves and users stay on the page longer then rankings often become much more stable.
