Page only appears after clicking "Show results in English" language/localization filter or something else?

I'm seeing a strange behavior for one of my sites and want to understand the root cause before I try to fix it.


For a specific keyword, my domain does not show up anywhere in the normal SERP. But Google displays a "Show results in English" button at the top of the page and the moment I click it, my page appears and ranks fine.

Some context:


  • I'm searching from Indonesia (Google.co.id, default Indonesian language).
  • The page in question is in English (or at least Google seems to detect it as English).
  • The keyword itself isn't strictly English-only, there's local-language search intent for it too.
  • The page is indexed (confirmed via site: and Search Console). It's not a deindex / penalty issue as far as I can tell.

My questions:


  1. Is this purely Google's language localization filter suppressing English pages in favor of local-language results, or could it indicate something deeper (soft filtering, relevance demotion, low local authority)?
  2. What's the right fix to make the page surface in the normal (non-"English") SERP for users in my country, localize the content to the local language, add hreflang, or build local-language signals/backlinks?
  3. Has anyone managed to recover a page from this state, and what actually moved the needle?

Any input appreciated.
 
sounds more like a language filter than a penalty. google believes users searching from indonesia prefer indonesian results, so english pages get pushed behind that button. check lang tags, hreflang, and whether competitors ranking normally have indonesian content. localizing the page often fixes it faster than building more links.
