US residential fibre/dsl lines are sold for $250/desktop/connection per month. But it's US.

If you can offer unshared fibre/DSL lines with desktop, maybe you can sell it for $50-100/m.

in your case, what else can u offer thats different from others? maybe even put u in a better position?

u should sell this as a niche local access option and not just laptop rental.

have a simple offer ready with specs, uptime hours, power backup, reset policy and whether its exclusive access
