How to make account without getting banned all the time(read inside)?

You need to start a new clean set up. One that can't be linked with the previous bans and start it right. Warm up it slow.

Reinstall Windows and change the old network IP range to a new one; otherwise, use an internet connection from a different provider.
 
clean your setup like factory restart then don't use them for 1-2 days. After that again setup your devices and try to work slowly.
 
If it's happening to every new account, IG has probably flagged something beyond just the account. In that case, changing devices or using a VPN often doesn't help. And if you're trying different names and IDs, that's probably making verification harder. You should stick to your real information and real ID.
 
creation of Instagram profile depend on niche or keyword use for username to register if it can get added on the system/Instagram.
 
try using clean residential IP, real device + normal behavior (no automation/spam), warm up new account slowly with regular activity, otherwise IG will keep flagging it for verification no matter what you use.
 
When you do make a new account, do not add your old friends, profile pic, or links right away. Act like a ghost for the first week just scroll for 5 minutes a day so the algorithm doesn't flag you as a bot.
 
I think consistency matters more than any specific method.

Accounts that look genuine and are used normally tend to last much longer than accounts created only for promotion.
 
Seems like we're moving in a very strange direction where creating a fucking Instagram account is harder than a Bank account. I think in an year or two they are gonna say your personal ID, your real picture and even your fingerprints are absolutely required to create your account or maybe your Digital ID.

Edit: I just tried to create an Instagram account on my phone, fully clean and guess what? The email verification code never arrived in multiple attempts. It's not about bots only. It's about control.
