Not all sites are added to GSC. If the domain you choose has been added, you then add it to your account. I don't transfer accounts, as they are my own. I have too many domains for me to have an account for each one.
Content is present on every site/domain being sold. How can I possibly run an indexing check before selling it without content?!
Sold sites can work for a long time. My clients' experience shows that some of their sites continue to operate for 2-3 years. But how long they work is entirely up to you. What you add, and whether you comply with all Google policies. If you violate anything, your site/domain will be deleted.
