Is cloaking still safe with Google Ads in 2025?

I’ve seen mixed opinions some say AI + Cloaker setups work fine, others get instant bans. What cloaking methods are actually safe this year?
This is completely fine so long as your cloaker is a quality cloaker.
Depends a lot on what "AI" you rely on..
 
How is cloaking done with Google ads? Is there a system that replaces the whole site content if it detects a visitor from Google?
Or at least not from the ad?

What are you doing? Cloaking can be many different things. Fraud prevention, geo targeting and so on.

Cloaking is never safe with Google Ads any form of showing different content to users vs. Google can trigger an instant ban. In 2025, the only “safe” approach is fully compliant landing pages and ad content; there’s no loophole that reliably avoids detection.

Seriously, the reason for many scam is because of this
Some people just want to have it at all cost
Expecting that some expert do have there way, which is not always so
Even Google insiders do get change ,which will still lead to account suspension

From what I've seen, there isn't really a "safe" cloaking method. Some setups can work for a while, but platforms and review systems keep getting better at detecting mismatches between what reviewers, bots, and real users see.
