Does anyone have an clue about a 499 FCC Form? Or anything related to direct Telecom Voice Routes?

I'm looking for someone who has any clue about direct routes. I see a lot of resellers with extremely low quality random routes on facebook from 3rd world countries, whilst nobody from the USA has a clue about Voice Routes.

I'm looking for routes mainly in the USA, or anyone has any type of relation with routes within the USA
