A mix of both is ideal. But in my opinion high quality content comes first. Also if you can post 2-3 times per week is a good number to grow in ranking and traffic.

In my opinion in long term high quality content work better as compared to regular posting. In regularity even 2 to 3 good post can help a lot.
 
the real answer is minimum viable quality at sustainable frequency. figure out what you can actually maintain, then make that as good as possible
