Yes, I think if internal linking is strong it can move to better rankings but site structure and topical relevance matters matters more when site should have good or relevant content.

Internal linking is part of the game - absolute fact; and it works. You'd get to some point but quality content, speed and other tech optimisation and especially backlinks are inevitable if you want to compete for the top positions, yet really depends on the niche and phrases you're chasing though, but external backlinks definitely help as well for DA, trustworthiness etc. SEO is a mix of best practices - implement as much as possible based on resources available and be smart so you don't hurt your domain.
