Cloaking is just showing one version of a page to google's bots and a completely different one to real visitors, it’s mostly used for stuff like gambling or pharmacy offers that would get banned if manual reviewers saw the actual site, just know that if you get caught doing it, your domain will get nuked from the search results forever.

Cloaking is simply hiding black hat stuff from authorities so that they don't penalize or ban you. It covers a lot of things from hiding website content from Google to hiding ad copy from meta. There are a lot of use cases.
