The best option is to work with a local bank that provides a white‑label website. Alternatively, there are payment providers based in Dubai; I currently work with some of them and the results have been excellent, although their commission rates tend to be slightly higher. Local payment processors are a good way to go, do you have an Australian company? if yes that should be easier. Think about using Paypal and After Pay as they are very used in that market

Had similar issues with high-risk processing recently. Took some testing to find stable solutions for AU stores. Happy to connect and share what worked.
 
forget about cloaking stripe for this, with long shipping times and high chargebacks you will just get your funds held for 180 days. stripe is brutal with tracking checks now. if you have an AU company registered, check out pin payments or maybe eway, though eway can be strict. but honestly even high risk processors will drop you or put you on a massive reserve if you dont fix the shipping delay. maybe look into a transit agent in china to get shipping down to 6-8 days before you apply anywhere else, otherwise you will just burn every processor you find.
 
High Risk Payment Processors are very good for your E-com / drop shipping stores. Finding then is the real job. You must find someone who support you niche other wise will be back to square one
