Local has never really been driven by link building. The right GBP category (as exact as possible), a real physical address, better reviews than your competitors, and dedicated service pages covers the majority for local SEO, the rest is mainly citations.

Backlinks still matter which are from good authority and niche websites. Digital PR and websites for off-page seo from which mentions and citations can be acheived is ruling 2026.
