Regular people create accounts like this and don't have to pay $1,000 for the blue checkmark, how?

I see a lot of accounts that have verified profiles under fake names. For example, there’s this guy who commented on my video. His Instagram username is “emocjeoficjalnie,” and he verified his account in March. He doesn’t seem like the type of person who would go out of his way to find a way to get that badge or pay money for it. Is it enough to just verify the account under your own name and then change the first and last name and the profile picture? Won’t they ask for confirmation of the new details? What’s going on here? It’s a mystery to me.

The guy who verified this profile is just some old pervert—there’s no way he has the money for the blue checkmark or knows methods that I don’t. I’m trying to figure this out from how

A guy just messaged me saying that he paid normally and didn't have to send his ID or confirm anything. He just paid for Meta Verify and started using it. The account is based in Sweden. Is that possible? I know that Instagram has different features on every account, and the interface looks different on many of them.
 
People pay for that. And there are services that propose that. And as @ungurnet said for money everything is possible. Old perverts have money and know how to use the Internet at times :)
 
Most of them just got verified cheap in low cost regions or during early rollout then changed name after. IG rarely rechecks unless you trigger something so it sticks
 
I think they obtained the verified blue checkmark through a third-party seller in the marketplace.
 
There are people that guaranteed the blue checkmark for a good price, he probably did that if he has a good plan on making it back and more..
 
There are people who can get the checkmarks added; however you still have to find verified users who can offer that. Instagram might be testing in certain regions where the user might not need to upload there ID.
 
It's probably either legacy verified accounts from way before meta verified, or they just pay the monthly fee since it's not a one-time $1000 but like $15/month. changing names after the fact often works if it's not a super high-profile account or if they just slipped past a lax initial check.
 
There's a huge second hand market that sells either the verification alone or the account with verification. As someone said, with money you may do anything
 
ig is pretty lax about such things, unless you are already shadowbanned. Otherwise they just take your money and give you thee blue tick emoji if you have not thrown up any suspicion
