Are websites offering such services actually sought after? Are they being used?
 
I don't think any website will provide numbers, because if your campaign is a spam then their all numbers will be blocked. I think buy otp from any provider and then try using multiple number and distribute the load on multiple numbers.
 
There are some sites like that, but I would be careful with any service using a shared number pool.

You do not really know how many people are using the same numbers, what the sending history looks like, or how long the quality will last. Sometimes it works for a short test, then delivery drops fast.

I would test very small first and check the delivery, the number quality, and whether your target numbers are actually reachable on WhatsApp.

The sender is only one part of it. If the target list or offer is bad, the tool will not save the campaign.
 
There is no legitimate “number pool” site that lets you send WhatsApp messages without your own number or QR login, those services usually rely on WhatsApp Web or APIs.
Be careful with such tools as they often violate WhatsApp policies and can get numbers banned.
