I have tried several cloakers for health offers. If you want a good option, TrustCloaker is great for beginners and stable. But if you have more budget for Google Ads, you can check TrafficShield. Just remember, the cloaker is only 30% of the job. Your safe page quality and account warming are much more important to avoid bans.

I tried ads cloacker, but I didn't like it because Facebook still blocks accounts and ads. I recommend developing your own cloaker; it's not difficult to do.

Don't use cloakers because they will result in a permanent ban. You will ultimately get caught with a cloaker. You can run ads from aged or new accounts (but in the case of new accounts, you need to warm them up). But just for the sake of answering your question, TrustCloaker is good but I don't believe it will survive any future updates on facebook.
 
Cloakers aren’t really about low cost vs high cost — even expensive ones won’t guarantee safety, especially in health niche. FB and Google are very strict there.
What helps more is using clean ad copy, neutral pre-lander, and realistic landing pages that look like legit brands. Also use fresh domains and warm them up first. Cloaker alone won’t protect accounts if the overall setup looks risky.

i am using Traficshield for some health offers on fb. to be honest tool is good but their support is very slow. my payment took 1 hour to show up in account. if u can wait for that then go for it. its better than other cheap cloakers for cpa and price is also okay.
 
I recommend making your own cloaker. Because Facebook often blocks accounts through regional cloakers.
