Snapchat lock your device fingerprint. VPN alone won't fix it. You'd stop retrying, it just extends the lock. wait 24-48 hours and then login snapchat with a residential proxy (match timezone to account's region). If that fails, factory reset your phone or get a cloud phone with a fresh Android id. Good luck.
