Ok so i have found a domain from a 3rd party. I love the domain, but i don't want to pay the marked up price since its hefty. How do i find this domain to possibly buy it cheaper? My name says it all, so if you know of a free or cheap tool that will do it, or a manual way to find it let me know.

Negotiate with him. You do not have any other option.
 
Simply you can't or change the extension
 
Sorry i forgot to include that this is an expiring domain or already expired domain.
 
If it's expired and available, just buy it.
 
Either you change the ending or you have to contact that guy who owns the domain and try to get it for less money or do whatever kind of agreement.

There is no tool, it is not even possible to get the domain without registering it. If it is expired, there is a certain time of 1-3 months (depending on the ending) that you have to wait until you can purchase it.

I would, but of course i only have a partial domain. Not sure where it is listed for real since i can't do a whois or anything with a partial.

i found out it is hosted at godaddy but i am not seeing it listed for auction but is apparently available to purchase according to the listing. I still haven't found the full address.

Usually domains get snipped within milliseconds after their release (expiration) by other registrars. Trust me, I learned this the hard way, no scripts, tools, anything will help you, unless you're a domain registrar, but even then you will compete with other registrars for the domain. Even my shitty domains got snipped and turned into ad pages, so I'm very skeptical that you will get it after it's expiration. Your best bet is to negotiate a price if it's really worth that much to you.

I recommend on getting a dictionary, writing a small script, listing all the TLD's you're interested in and do a bulk whois lookup to see what has not been registered yet. Also name.com has a bulk availability checker against all new TLD's, might be worth checking out.

I was lucky enough to get many single world killer domains with the new TLD's this way when the new extensions were just released and I constantly monitor ICAAN for new extensions.

If the domain is expired (as available for registration) then the price wont be more than $20-30 - if thats too high for you, sorry. If the domain is registered (bought at the auction) there is not a damn thing you can do, but to pay the price.
