Aren't those rotating proxies?

I indeed found a few; it looks like the list of cities is limited to the east coast, for all of the ones I've found so far. I just learned Bright Data has a KYC requirement, and NetNut and OxyLabs are expensive as heck.

So basically I'm trying to find ISP proxies, but specifically ones that let you select a specific city, not just country. Kind of like how rotating residential proxies will let you choose a city, but with ISP proxies.
