I think, it's better to use "local" backlinks. Try to find backlink seller on seo "local" facebook groups, i think lots of people are selling backlinks from Italy, French etc.

If you have lack of content on your site, everything is okay imo. If this content is really shit (keyword stuffing, bad readibility) it's pointless. But as you said, you have a wide range of choice, so just use it:)
