I wouldn't say it's a bad idea at all. Theres nothing wrong with blogger, and if you want to cut down costs, why not! Just make sure they have all the features you want and go for it. There's nothing holding you back if you want to upgrade later!

That's not something you can easily tell, it's something you have to contact and ask the host about. There is a good possibility they are, but can't hurt to send in an email and see what they do if an IP gets blacklisted, or if they provide fresh ones, ect
