Yes, we have a port which rotates the IP on each new request. However if your application doesn't close the connection to our server it will keep the same IP.
If this is the case for you then I could suggest using one of our sticky ports then you can visit a special URL which will release the IP...
I wouldn't suggest that particular service for accessing Hotmail. You should try Residential IPs instead.

Yes of course
This depends on your software but we count every request being sent to our proxy server. If you have an open TCP connection to our proxy then that is counted as 1 connection. When that connection closes the number is reduced.
BHW coupon code works on everything but Premium Residential (we may add it here soon but for now it doesn't work)
It also doesn't work on the lowest tier packages.
