Bank of america would be the bank for you as i use them personally. They allow foreign transactions.

Its because the paypal account has to many High transactions, your best bet is to do a little google search on how to remove a paypal limitation.

yeah unless the vcc is issued by your personal bank. than most likely depending on how you got the vcc its illlegal.
