Of course, for short term locations there is some merit to this idea. However, if the rankings will needs to last even for several months after which the funds will comes I would definitely does my best but without taking it too far.

But i am finicky about those. As long as the former site was relevant to the new project and the backlinks does not appear too shady, it could be a gud starting point.

imo for a fresh website I would first concentrate on the search intent, topical relevance and gd internal linking. If the content fulfills the query you will get some wins before worrying about the backlinks.
