I believe the only way right now is to do it through blog commenting, social sharing sites. Those days are gone when indexing was easy. Now we have to work more on it. Pass the link juice from Tier 3 > Tier 2 > Tier 1

Got know that bing value .edu .org .gov link more. Bing is more about quality as compare to google.
