I opened a paypal dispute and this is what the reply I got from OP. The funny part here is OP didn't posted an article on my website and he is saying that he has done some work.

If you are planning to start from scratch, then try 301 the penalty domain to a new one. Most of the times this will bring back the rankings and it will stay for a month or two. Meanwhile you can work on your new domain.

My competitors are purely ranking with keyword rich footer links. And also all their money sites are topically relevant and interlinked.
