Tried Richads and proppellerads , it all depends on the region you want to target , in proppellerads you can see the chart of available clicks , ( for the geo I was looking for tier 1 Richads was bad for me ) check also tads they have good traffic

What I would recommend you to do is change the profile picture and try again , I have been doing ads on telegram to grow channel but one day all disapproved when I change profile picture they accepte it
