What are your rates like? Just to get an idea?

The problem with the presumed new algo is that you cannot basically tell what triggers the sandbox. It could be new links to an existing page, or a new page on an existing site, but for new sites its just pretty obvious.

Generic anchors would be good if they are relevant to your page content and may well rank you for low competition keywords. But you are going to need exact anchors as well, but keep them below 5%.

I would use my anchors on important properties such as PBN and web2.0s. You could diversify using bare urls using other platforms that are not too important.

LTP is good, I find its KC values a great way to help you going.

Dont use blog comments, go for private blog posts instead, see whoever provides them cheap.
