If you are asked to enter the amount in rubles, then does it work if you just Google search "___ usd in rubles" it should accurately convert it for you.

You need SAPE to verify your card. They will make an initial charge from your credit card and you will need to say how much they charged you. Then it should be good.

Are you using a link shortener or linking straight to the download page link? If to a link shortener there may be hope, with some of them you can go back and edit the links to redirect to a different link.
