Well you can try and use GIMP, it's open source and free but in my personal experience it's harder to use the interface. But than you might find out the PS UI not that bad anymore ;)

It should work but I can't find 100% anonymous free proxy. I even installed proxy changer addon for firefox but the system shows my original location. Thanks for clearing that one out for me macdonjo3 because I wasn't sure what went wrong.
