Based on your question I am assuming your deindexed domains were penalized? If so they won't be reindexed after putting up a new site within a day. If they are deindexed because they were dropped that's another thing entirely.

Remove the links or thats it. No sense in disavowing as nothing happens as you have noticed. It really depends on the type of negative SEO. Most negative SEO with BS pharma anchors don't work so you don't need to worry about that. Legitimate neg SEO is another thing.

It's the best backlink checker around, I have subscriptions to all of them and Ahrefs is always the best tool and the tool I start with. Looking at competitors backlinks is always great too as you can usually find enough solid link sources that pay for your subscription.

I have never submitted my site to Google. Let it happen naturally, most of my sites are indexed within 24 hours without fail. No reason to submit it.

Exactly this, people get surprised when they buy a service and get screwed. If you are buying links from a PBN that's advertised heavily don't be surprised.
