You can have multiple accounts if you use Google MCC and if you're in a legit niche. As for flash cookies if you're running firefox you could add the betterprivacy plugin and Ccleaner to remove unwanted cookies, even flash cookies.

He's right, Adwords will never ever let you run CPA offers, let alone rebill trial offers(they'll send your info to the FTC). What you wanna do is build a list of hungry buyers and mailed them your offers. But if you're targeting the health niche I would pick a product and build my lead...

Not necessarily, if your domain name is a common keyword the results your may get might not be your url, as it depends on the level of competition. I have one domain name with one distinctive keyword (so I thought) and I took me quite a while to move to the first place.

To my knowledge ranking doesn't have anything to do with browsers. As stated before I would clear cache and cookies and make sure that parameters are the same. I would also recommend checking your ranking with a 3rd party software like rank tracker or ib promoter for more accurate results.
