Well for sure it is easier to rank a 5 word long than a 4 word but since you are somewhat ranking in the 5 word then you are in the right direction. Just build some blog posts for that keyword and then rank it with links

A lot of it will be outranking the govt site, also if it is a new site then you want to be doing social signals then linkbuilding as that is safer and google will always trust the goverment site over yours.
