I've been told, If you have enough budget for a large amount of data, it seems one campaign for multiple locations targeting works well. Facebook can optimize when it has a lot of data using algorithm.

Sometimes I encounter problems with the images. And I open the problematic images locally first, save as another images using the painter or some other applications, and reupload them to facebook. Problem solved.

Thank you for the reply. I did not mess with the account for category that much because I've been told when using the ad, it is the specific pin that was promoted works, not the account. And I do observe the traffic numbers only went high with promoted pin. Others pins get little to no traffic...
