@masdre I have no experience with hiring Programmers on Blackhatworld. But on Upwork, there is plenty of work. Just a month ago I hired somebody for a $4500 project. Just try to find out what skills you have and define your market value. Then start working small projects & work your way up.

If you are decent at programming, keep developing that. It is easy to make some money on the side working for agencies or on upwork. It might not be passive, but you will further develop your skills and be able to save some money.
