I think you will find they do use SIM info.

TikTok generally sends the video out to 200-800 people then based on their reaction it will go to the next stage 1000-3000 people. then so on until the video goes into a viral pool. Expect for when you post and the first stage of audience see it, you can't control when the next batch sees it...

After abit more researching TikTok App has access to CNContactsUserDefaults.shared().countryCode. It is not the SIM country code directly. Apple describes it as the device’s default phone-number region, which can be influenced by the SIM card.
