Its not about the language its about the problems you want to solve. If you're thinking about doing simple web design/development go with html,css,javascrtipt. If you want to do some back-end integrations then learn javascript+nodejs or php..

If you have applied your html tags correctly, you would simply have to link your css file at the top of the html code so that it would apply the styling.
